Barker and Barker Consulting concentrates its work where operational discipline, regulatory literacy, and clinical fluency have to converge: revenue integrity for federally funded providers, VA Foreign Medical Program claims reclamation, health-system workflow modernization, and market entry for U.S. professional-services exporters. We are SBA-certified as both a Service-Disabled Veteran-Owned Small Business and a Veteran-Owned Small Business, hold DBE and MBE certifications in Wisconsin, and staff engagements with Project Management Professionals and Lean Six Sigma Master Black Belts.
We operate two legal entities, each with its own SAM registration, UEI, and CAGE code. Wisconsin carries our federal healthcare and state-government work. Florida carries our HRSA past performance, international engagements, and VetsReady certification program.
VHA Integrated Healthcare Transformation (IHT 2.0) IDIQ. Veteran Integrated Team Eligible Partner on Team Agile4Vets, one of nine SDVOSB primes selected. Contract 36C10X25D0017. Base period through August 25, 2030; option through 2035. The vehicle supports veteran-centric, healthcare-specific transformation of the VA healthcare system.
Wisconsin Department of Health Services. Contract negotiation and transition of the Division of Quality Improvement and Division of Quality Assurance workstream to the mandatory Wisconsin DOA vehicle. Scope covered data quality audit design, remediation planning, and vendor transition.
HRSA Advancing Cancer Screening Community of Practice. Tier-two subcontractor to 5D Consulting Group under prime contractor Veritas Management Group. Served as the lead Lean facilitator across a national HRSA-sponsored webinar, two Communities of Practice, and two on-site Kaizen events at Valley Healthcare System (Columbus, Georgia) and WellSpace Health (Sacramento, California). Briefed to Dr. Asad Bandealy, Director of the Office of Quality Improvement at HRSA's Bureau of Primary Health Care, in March 2026. Valley Healthcare System presented the resulting transformation at the HRSA Advancing Patient-Centered Health Care (APCHC) Symposium on August 21, 2026.
HRSA Bureau of Primary Health Care — Employee Support Triangle panel and Workflow Excellence webinar. National HRSA audience. Content covered the employee support triangle model and workflow excellence methodology for community health centers.
VA Foreign Medical Program provider seminar. Presented at Manila Elks Club on April 25, 2026, jointly with VA officials. Audience: FMP-eligible providers, veteran service organizations, and veterans in the Philippines. Content covered FMP eligibility, claims submission mechanics, and rejection remediation.
VetsReady certification program. Independent private certification of veteran-ready workflows for hospitals, clinics, health networks, and employers. Certifies workflows, not care. Not sponsored by or endorsed by the U.S. Department of Veterans Affairs.
International market entry engagements. Public professional-services advisory work supporting U.S. healthcare exporters and veteran service partners in the Philippines, Thailand, Dominican Republic, Panama, Colombia, Japan, Mexico, and Germany. Scope covered market feasibility, in-country partner selection, and regulatory pathway mapping.
