VetsReady™ · Global Expansion Overview

Global Expansion Overview

The eight-country VetsReady™ roll-out.

A phased country-launch model for VetsReady™ certification, sequenced against the countries where U.S. veterans actually access care under the VA Foreign Medical Program. Each country launch integrates provider certification, U.S. Commercial Service coordination, and veteran-service partnerships.

Why a country-by-country model

Payments are concentrated. Operating conditions vary sharply.

VA Foreign Medical Program payments are concentrated. In FY2024, six countries accounted for the majority of provider reimbursements, with Panama, the Dominican Republic, Costa Rica, the Philippines, Germany, and Thailand at the top by reimbursement volume. The mechanics of veteran care, provider density, insurance and medical-tourism market maturity, in-country VSO chapter presence, and U.S. Commercial Service Gold Key coverage, vary sharply across those countries.

VetsReady™ therefore launches country by country rather than as a global bulk enrollment. Each launch coordinates:

  • Provider certification cohort. The local hospital, clinic, and health-network engagements described on the hospitals and health networks page.
  • U.S. Commercial Service partnership. Gold Key introductions to in-country partners, distributors, or facilities as applicable.
  • VSO chapter coordination. Where a chartered VSO has an active in-country chapter, VetsReady™ integrates directory referral and program briefings.

The public country picture

What the public data shows.

VA-published data (GAO-25-107149, Table 4) shows provider reimbursement volumes across FY2018 to FY2024 for Panama, the Dominican Republic, Costa Rica, the Philippines, Germany, and Thailand, among others.

These are public figures. They speak to enrolled veteran-population concentration, provider-side reimbursement volume, and market interest, which is why they anchor VetsReady™'s early launch consideration.

The specific sequencing of the VetsReady™ launch calendar, the country-by-country certification cohort selection, and the priority scoring across markets is a proprietary Barker and Barker Consulting output and is shared with partners under engagement.

What launches inside a country

Three coordinated pieces, running in parallel.

3a. Provider certification cohort

  • Discovery meetings with candidate hospitals, clinics, and health networks in the country's primary and secondary cities.
  • Selection of a founding-cohort set, usually a small number of institutions with the executive commitment to lead the country's VetsReady™ posture.
  • Sequenced Phase 1 readiness, Phase 2 implementation, Phase 3 certification against the VetsReady™ operating model. Full mechanics on the hospitals, clinics & networks page.

3b. USCS Gold Key coordination

Barker and Barker Consulting operates as a U.S. exporter of professional and healthcare workflow services. Country launches leverage the U.S. Commercial Service Gold Key Service, the pre-screened B2B match-making service, to identify legitimate local partners: hospital and clinic contacts, distribution partners for medical devices where relevant, and in-country lawyers or agents where regulatory pathway navigation is required. Gold Key partnership integrates naturally with the provider certification cohort, many of the same institutions and partners appear on both sides of the effort.

3c. Veteran service coordination

Where a chartered VSO has an active in-country chapter, VetsReady™ coordinates:

  • Directory referral to certified providers.
  • Program briefings for local chapter membership on FMP mechanics and provider selection.
  • Case-referral coordination for complex FMP situations.

Business development and trade-office partnership

VetsReady™ country launches align with U.S. federal export promotion infrastructure. Barker and Barker Consulting is a certified small business under multiple federal designations and holds the appropriate business classifications for medical services and workflow consulting exports.

  • U.S. Commercial Service. Gold Key Service, market intelligence briefings, trade mission participation.
  • International Trade Administration. Sector-specific export promotion in health care and workflow services.
  • U.S. Embassy and Consulate posts in launch countries: courtesy calls, chamber of commerce introductions, bilateral event participation where applicable.

Country launches are opportunities for concurrent business development in adjacent lines, medical device distribution, workflow-consulting projects for local health systems, and international expansion consulting for U.S. healthcare firms entering the country. VetsReady™ is the anchor; the country motion is broader.

Provider network partnerships

Barker and Barker Consulting maintains active partnerships with international provider networks, and continues to develop new ones, wherever a network operates across multiple launch countries. Network-level partnerships accelerate country launches: once a network is certified in one country, its pre-qualified sister facilities in the next launch countries enter the pipeline with materially reduced discovery friction. Network engagement details are shared during discovery.

Country-selection factors

Directional factors, proprietary weights.

Country launches are prioritized against a set of factors that Barker and Barker Consulting maintains as proprietary. The direction of the factors is public; the specific weights and scoring are not.

Enrolled-veteran-population concentration

How many U.S. veterans regularly access care in the country.

Reimbursement volume history

The public GAO Table 4 figures and their trajectory.

Provider ecosystem readiness

Private hospital density, quality accreditation footprint (JCI, ISO), presence of medical-tourism-oriented institutions.

U.S. Commercial Service capacity

Is there a Gold Key-capable post in-country.

VSO chapter presence

Is there an active chartered VSO chapter with in-country membership.

Regulatory pathway

How straightforward is the cross-border regulatory environment for a U.S. workflow-services exporter.

Veteran-experience data availability

Whether existing veteran-community feedback channels give a launch a way to measure the veteran-experience outcome from day one.

Concurrent business-development opportunity

Parallel workflow consulting, device distribution, or expansion consulting lines that share market entry costs.

Phasing and pace

VetsReady™ is not launching everywhere at once. The founding-cohort model concentrates depth in a small number of countries first, learns from each, and applies that learning to the next wave. This is a five-year sequence, not a five-month sequence.

The country launch cadence is shared with partners under discovery. For inbound interest in a specific country, as a provider, as a VSO, or as a U.S. federal partner, see the partnership intake.

International Trade Administration alignment

The country expansion motion is not a private commercial motion in isolation. It is aligned to U.S. federal export promotion policy and coordinates with:

  • International Trade Administration country-desk teams.
  • U.S. Commercial Service in-country posts.
  • U.S. Small Business Administration international trade program.

That alignment matters for two reasons. First, VetsReady™ launches carry the credibility of a U.S. federal partnership context. Second, U.S. providers and U.S. employers considering FMP coordination in specific countries benefit from the federal-partner ecosystem that Barker and Barker Consulting operates inside.

Trademark and international protection

The VetsReady™ mark is protected in the United States through USPTO filings across the relevant service classes and is under active protection review for the launch-country jurisdictions. Trademark specimen and USPTO filing detail are available on the VetsReady™ trademark specimen page.
