What we are
The Barker and Barker Consulting practice was founded in 2016 in Florida. Our Wisconsin firm was established in 2018 in Milwaukee and now serves as the SDVOSB-certified primary. We have built federal past-performance across HRSA's Bureau of Primary Health Care, the U.S. Department of Veterans Affairs Foreign Medical Program, the Wisconsin Department of Health Services, and international health-system partners across the Caribbean and Southeast Asia.
Our largest active federal engagement is as a Veteran Integrated Team Eligible Partner on Team Agile4Vets, one of nine SDVOSB primes selected for the VHA Integrated Healthcare Transformation (IHT 2.0) IDIQ.
Our founder, LaVaughn (Vaughn) Barker, is a U.S. Navy veteran, PMI-certified Project Management Professional, and Lean Six Sigma Master Black Belt. In 2026, he was named to the Wisconsin Titan 100, the annual recognition of the state's top 100 CEOs and C-level executives.
