Hospitals, Clinics & Health Networks

For international providers considering VetsReady™ certification.

Certification of the administrative workflows an international provider uses to submit VA Foreign Medical Program claims, and the veteran-experience touchpoints where the workflow meets the veteran. Both eligible provider models covered. Designed to complement JCI, ISO 9001, and national licensure, not to replace them.

What VetsReady™ certifies at your organization

Two dimensions of your operation.

Workflow core, administrative processes. How your organization handles FMP claims from patient arrival through final payment:

  • Benefits Authorization letter capture at registration.
  • Service-connected condition verification.
  • Nexus documentation, connecting the covered condition to the care actually delivered.
  • Claim packaging and submission.
  • Explanation-of-payment interpretation and rejection-code translation into corrective procedure.
  • Revenue cycle controls and receivable management.
  • Financial-integrity controls consistent with the GAO Fraud Risk Framework.

Veteran-experience adjacent, touchpoints where the workflow meets the veteran. The specific interfaces where the veteran encounters your workflow, and where the outcome the veteran perceives is what tells you the certification is working:

  • Veteran status identification at intake.
  • Military cultural competency training for front-line staff.
  • VA information exchange, records that move to VA facilities and to the veteran in a form both can use.
  • Veteran-experience measurement, what the veteran reports about the encounter with your workflow.

What VetsReady™ does not certify:

  • Not clinical care. Clinical quality remains the domain of JCI, ISO 9001, and national licensure. VetsReady™ is designed to complement those accreditations.
  • Not a VA credential. VA does not certify, approve, or maintain a preferred network of international providers under FMP. Any licensed provider anywhere in the world can treat a service-connected disabled veteran under FMP.
  • Not a payment guarantee. VA is the sole adjudicator.

Both provider models are eligible

Two ways an international provider can serve a veteran under FMP.

Model 1: Veteran pays upfront

Your organization asks the veteran to pay for care at time of service. The veteran then self-submits the claim to VA for reimbursement. In this model, VetsReady™ certifies that the paperwork you hand the veteran, the itemized bill, the clinical documentation packet, the diagnosis linkage, the discharge information, should meet VA submission requirements. Your organization is not exposed to the FMP receivable; the certification is a market-facing trust signal to veterans that the paperwork they carry away from your facility is packaged competently.

Model 2: Direct billing at no cost to veteran

Your organization handles the VA reimbursement paperwork directly and does not bill the veteran. In this model, VetsReady™ certifies the same paperwork plus the receivable-management discipline that makes direct billing operationally sustainable. Certification supports your ability to sustain direct billing as a business through cycle-time variance without exiting the market, which is what actually keeps direct billing available to veterans over the long run.

Both are legitimate. VA does not distinguish between them. The certification is real in both, with different downstream benefits.

Why workflow certification matters right now

Three structural realities make this the moment.

Reality one, provider cycle-time exposure. GAO reports FY2024 FMP processing at a 221-day average and 182-day median, with a minority of claims processed within VA's own 45-day goal. For providers on direct billing, that cycle-time variance sits on their balance sheet. Workflow discipline is what makes it survivable.

Reality two, rejection-code translation is provider-owned. VA is aware of the friction. VA returns rejection codes with a corrective sentence. What VA does not do is translate that sentence into what it means inside a specific provider's workflow, which form field, which step, whose role, what evidence. That translation is the provider's work. VetsReady™ standard work is the translation engine.

Reality three, inpatient concentration. In the Philippines dataset FY2018 to FY2024, inpatient episodes are approximately 2% of service lines but roughly two-thirds of denied billed dollars. Additional country datasets show similar concentration signatures. Small numbers of high-acuity events drive most of the exposure, which is why inpatient documentation bundles and pre-submission review sit at the front of the VetsReady™ engagement sequence.

Rejection vs. denial

Rejection. VA cannot yet adjudicate the claim because the submission has a defect. Rejections are administratively correctable and are what provider workflow can actually eliminate.

Denial. VA has adjudicated the claim and decided not to pay it.

VetsReady™ concentrates on rejections. Reducing rejections raises first-pass acceptance, the single lever most directly linked to shorter date-of-service-to-paid cycles.

The thesis: policy is not procedure, and procedure is not practice

VA writes the policy. What VA does not write is how each provider translates that policy into its own procedures, or how those procedures get executed on the floor. Two translation gaps, policy to procedure, and procedure to practice, are where most FMP variation lives. VetsReady™ works in the gaps.

Workflow surfaces the engagement addresses

Intake and eligibility.

  • Benefits Authorization letter workflow, capture at registration, retention, retrieval on submission.
  • Service-connected condition verification, internal checkpoint linking documentation to the specific covered condition set forth in VA correspondence.
  • Pre-determination workflow, provider-facing pathway to seek reasonableness signal from VA on high-cost or unusual care episodes.

Documentation and packaging.

  • Nexus documentation standard work, coding and clinical documentation practices that connect the delivered service to the covered condition legibly.
  • Inpatient documentation bundle, the concentrated documentation set that matters most on inpatient episodes, given the concentration risk.
  • Diagnosis and procedure coding standards, internal coding checkpoints before packet finalization.
  • Attachment completeness verification, itemized bill, encounter notes, discharge summary, operative reports where applicable.

Submission and tracking.

  • Submission channel discipline and version control.
  • Claim tracking, aging, and follow-up standard work.
  • Receivable posture and finance-team standard reports.

Rejection translation and closed-loop improvement.

  • Rejection-code decoder integrated with your internal SOPs.
  • Corrective-action loops that update procedure the first time a rejection type appears, so the second occurrence is prevented, not repeated.
  • Root-cause categorization tied to workflow domains.

Veteran-experience touchpoints the engagement addresses

The touchpoints where your workflow meets the veteran, and where a certified experience is what you're actually asking for from your team.

Veteran-status identification at intake. A standard question at registration for every patient. A record flag that triggers the FMP workflow downstream. A staff member who knows what to do next when the answer is yes.

Military cultural competency training. Awareness-scope training for admissions, international-patient-services, coding, billing, and finance functions, enough to communicate with veterans as veterans, respect service preferences, understand where the veteran is coming from, and not treat them as anonymous international patients.

VA information exchange. Records prepared for onward movement to VA facilities and care coordinators in a form VA can consume, so continuity of care does not stop at your discharge doors.

Veteran-experience measurement. A proprietary veteran-experience instrument that captures what the veteran reports about the encounter with your workflow, feeding directly into your improvement loop.

What VetsReady™ certification delivers

Six outcomes your organization can point to.

Workflow-performance outcomes

Measurable movement on rejection rate, first-pass acceptance, cycle-time discipline, and receivable posture. Specific baselines and targets are scoped in the discovery call.

Financial-integrity posture

Consistent with the GAO Fraud Risk Framework, a defensible position on billing integrity for international payer scrutiny.

Veteran-experience posture

The ability to demonstrate that the veteran-perceived experience of your workflow is a certified dimension of your operation, not an afterthought.

A market-facing certification mark

Clearly labeled as a Barker and Barker Consulting private mark, not a VA endorsement.

A dual trust signal

For the veteran encountering your organization, and for your organization running the workflow.

A JCI complement

If you are already JCI or ISO 9001 accredited, VetsReady™ readiness is materially lighter and enters at a stronger baseline. See the certification concept page for the JCI complementarity table.

Engagement shape

Every engagement is scoped to the provider.

01

Phase 1: Readiness

Baseline assessment against the VetsReady™ operating model. Gap identification across workflow surfaces and veteran-experience touchpoints. Written diagnostic. Executive readout with the CEO, CFO, quality director, and international-patient-services lead. A tailored path from current state to certification-ready.

02

Phase 2: Implementation

Standard-work implementation on the domains that need it. SOP redesign, template deployment, staff training on VA FMP procedure, staff training on military cultural competency, dashboard integration into your monthly executive review, and installation of the closed-loop rejection improvement mechanism. Duration varies by starting maturity.

03

Phase 3: Certification and maintenance

Formal certification. Placement in the VetsReady™ certified provider directory. Ongoing dashboard support. Rejection-code decoder access as VA updates its correspondence conventions. Annual recertification review.

For hospital networks, operator groups, and system partners

VetsReady™ is available at the individual facility, the network, or the operator-group level. For multi-facility organizations, an enterprise implementation is meaningfully more efficient than facility-by-facility rollout, the standard work, the training, the dashboard, and the certification-review infrastructure share across facilities, and the market-facing mark applies at the enterprise level.

Barker and Barker Consulting has coordinated engagements with:

  • In-country U.S. Commercial Service (Gold Key) posts for U.S.-side introductions and market navigation.
  • Veteran service organizations with in-country chapters, for veteran-side referral coordination.
  • Local trade offices and government partners where FMP fits into a broader medical tourism or bilateral health-services conversation.

The engagement is not just a certification handed to a hospital in isolation. It sits inside a broader country market entry and expansion motion, described on the global expansion overview.

Founding-cohort openings

Barker and Barker Consulting is currently building the founding cohort of certified providers, sequenced against the country-launch phasing described on the global expansion overview. Founding-cohort placement carries meaningful market positioning value, first-mover recognition in-country, priority participation in bilateral chamber events, and early integration into the veteran service organization referral network.

To explore founding-cohort placement, see the partnership intake.
